Federal Information Relay Service

The Telecommunications Accessibility Enhancement Act of 1988, Public Law 100-
542, was signed into law on October 28, 1988.  This law gave the General
Services Administration (GSA) the authority to expand our national
telecommunications system to assure that the Federal Telecommunications
System is fully accessible to hearing-impaired and speech-impaired
individuals.  This function is provided by the Information Resources
Management Service's Federal Information Relay Service (FIRS), which is
located in the National Capital Region of the GSA.  FIRS is a nationwide
Federal relay system for users of Telecommunications Devices for the Deaf
(TDDs).

Calls to the Federal Information Relay Service can be generated by either a
hearing-impaired TDD user to a hearing user on a standard voice phone or vice
versa.  The operator will relay messages between the conversing parties - via
the TDD in one direction and orally in the other direction - until the
conversation has ended.  The relay service is provided to process calls to or
from a federal location, and can be generated by either a federal employee or
a private citizen calling a federal agency, in any of the contiguous 48
states.  GSA telephone regulations apply.  Some examples of relay use might
be a Federal employee conducting government business or calling a doctor.  To
allow federal employees ample time to complete official business, FIRS does
not limit the duration of any official call placed over the FIRS.  There is a
three call limit each time a user contacts the FIRS.  Users must provide the
number/agency calling from and number/agency being called.

Federal Agency TDD Number Directory

Another requirement of Public Law 100-542, is for GSA to assemble, publish,
and maintain a directory of TDD numbers.  An on-line directory of Federal TDD
numbers is available through the FIRS Bulletin Board.

TDD LOGO FOR PUBLIC USE TDDs


Federal government agencies are required by FIRMR Section 201-20.103-7 to 
display the TDD (Telecommunications Device for the Deaf) logo to indicate a 
public use TDD.  A TDD is used by many hearing impaired and speech impaired 
individuals to communicate over the telephone.  The following are some general 
guidelines for the placement of the TDD logo:

1. The logo should only be used to show where public TDD devices are located.  
   The logo should not be used to indicate TDDs in private offices.

2. Where possible, the TDD logo should be displayed in a public area such as
   a lobby, along with appropriate directional signage to indicate its
   location(s).

3. Common locations for public TDD devices are building lobbies, personnel 
   offices, EEO offices or at the guard desk.  TDD logos should be prominently 
   displayed in these areas.

4. A TDD can be obtained through a number of sources depending on your 
   agency's policies.  Many of the General Services Administration's (GSA) 
   Purchase of Telephones and Services (POTS) programs offer several types 
   of TDDs.

5. The building facility manager should be contacted for specific information 
   regarding the proper placement of the TDD logo.
